Ball valves are more effective than plug valves, which can only be fully open or closed.

Flow through the valve resumes when the opening in the plug is parallel to the intake and outlet ports. Through the smaller area of the plug port, there is a pressure drop. The pressure drop is minimal with a full-area cylindrical plug, though.
